I used live and work in Japan when the main trunk routes wee run by Japan National Railway (Government owned and running at a loss). Every year in April the JNR unions stopped work demanding for high pay (it was called the spring offensive). They did get a pay rise at the expense of the commuter as the fare too was increased. The the JNR was privatized and broken into many companies. The strikes stopped and so did the fare increase. The Sri Lanka Railway has to be privatized and staff got from India at low cost and high technical skills.
