Wading into the issue of the East Container Terminal (ECT), President Gotabaya Rajapaksa yesterday appointed a five-member committee to examine and report on how to develop both the State-run Jaya Container Terminal (JCT) and the new ECT of the Colombo Port.

The committee is headed by Ministry of Ports and Shipping Secretary M.M.P.K. Mayadunne, Ministry of Industrial Export and Investment Promotion Secretary M.P.D.U.K. Mapa Pathirana, Ministry of Roads and Highways Secretary R.W.R. Pemasiri, Ministry of Power and Energy Secretary Wasantha Perera and Sri Lanka Ports Authority Chairman Gen. (Retd) R.M. Daya Ratnayake are the other members of the committee.

The committee, according to the President’s Media Division (PMD), has been tasked with examining several issues including the procurement procedure and related concerns with regard to the development of JCT, assessment of the compliance to the Cabinet decision, and the observation of the Minister of Finance connected with the Cabinet Decision dated 26 July 2017, on enhancing the deep berth capacity and modernisation of the Jaya Container Terminal (JCT) of the Sri Lanka Ports Authority (SLPA) and also examine as to why JCT was not developed prior to ordering of required machinery.

The Committee will also evaluate the cost implication of the unsolicited procurement actions and shipment of them prior to the building of the terminal, as well as agreements entered into by the Government of Sri Lanka with other governments with regard to Colombo Port and in particular ECT.

The Financial implications and cost-benefit analysis of ad-hoc decisions taken by SLPA, the relevant line ministry and the Government with regard to decisions linked to JCT and ECT. 

In addition the committee will also have to identify the officials who were responsible for these decisions and recommend action against them and recommend the way forward to develop the above mentioned two terminals to get the maximum benefits for Sri Lanka for the development in trade, shipping and investments including Foreign Direct Investment (FDI). 

The Committee has been requested to consult relevant line ministries, stakeholders and submit their report within 45 days from Friday.

In May 2019 the former Government entered into a tri-partite Memorandum of Understanding (MoU) with Japan and India to build the ETC. Under that agreement Japan was to provide a loan of $ 500 million and India was to do the construction. 

The agreement was signed during the tenure of former Ports Minister Sagala Ratnayaka. However, former Ports Minister Mahinda Samarasinghe, who held the portfolio before Ratnayaka, and former President Maithripala Sirisena had earlier promised the SLPA trade unions that the ECT will be built and operated by the SLPA. 

The unions contend that if the ETC is given to a foreign company then the SLPA will not have a deep water terminal capable of berthing large ships and will eventually lose out to the other two privately operated terminals. 

Colombo International Container Terminal (CICT) is currently operated by a Chinese company and the South Asia Gateway Terminal is run by conglomerate John Keells Holdings. JCT, which is the oldest of the three terminals currently under operation is not deep enough to compete with the other two terminals. 

Shipping experts have long warned that the much delayed ECT was urgently needed to keep the Colombo Port competitive and continue its hub status in South Asia. But efforts to make it operational since 2015 have largely failed to take off. 

According to the SLPA, the MoU signed under the former Government states that the SLPA retains 100% ownership of ETC. The Terminal Operations Company (TOC), which will be responsible for all operations within the terminal, will be jointly owned by Sri Lanka, Japan, and India. Sri Lanka will maintain a 51% stake in the company, while Japan and India will hold minority stakes of 34% and 15% respectively. 

Development of the ECT was to be financed by Japan through a 40-year soft loan of between $ 500 million-$ 800 million. The loan will be at a 0.1% interest rate with a grace period of 10 years. Other experts had also pushed for the ECT to be developed as a public-private partnership ventures. 

Tenders that were called in early 2015 also led to a dead end with all bidders eventually disqualified by the Cabinet Committee on Economic Management (CCEM) presided over by former Prime Minister Ranil Wickremesinghe.

MRI gets fully automated PCR machine to detect COVID-19

The International Rotary Club has donated a fully automated PCR machine to the Medical Research Institute of Sri Lanka to expedite the diagnosis process of COVID-19.

President Gotabaya Rajapaksa was briefed about the operational aspect of the new PCR machine at the Presidential Secretariat, (July 01).

The value of the new instrument is over Rs. 22.2 million. It is significant that this new machine will help to mitigate human resource shortage in conducting medical testing. Doctors say that the new machine ensures high speed, high accuracy and efficiency. It has the ability to identify different kinds of viruses that may emerge in the future, as well.

The Rotary Club has donated over Rs. 120 million to provide medical research equipment and facilities to combat COVID-19 pandemic. President Rajapaksa expressed his gratitude to the representatives of the Rotary Club, for their donation.

Sri Lanka yesterday reiterated it remained committed to achieve reconciliation, accountability and human rights within the framework of the Sri Lankan Constitution, through a domestically-designed and executed process in line with the Government’s policy framework even as it withdraws from co-sponsorship of Resolution 30/1.

“We urge all parties once again to recognise the realities on the ground, and appreciate this approach of focusing on deliverable measures of reconciliation – which is backed by a people’s mandate and is in the interest of Sri Lanka and its people – instead of opting to continue with a framework driven externally that has failed to deliver genuine reconciliation for over four-and-a-half years,” Sri Lanka Acting Permanent Representative to the UN in Geneva Dayani Mendis said.

The Sri Lankan official said that the Government of Sri Lanka would continue its engagement with the Office of the UN High Commissioner for Human Rights, UN human rights mechanisms, and work in close cooperation with the international community through capacity building and technical assistance in mutually agreed areas, in keeping with domestic priorities and policies.

Sri Lanka’s position was announced during the Interactive dialogue on the annual report of the High Commissioner for Human Rights at the 44th Session of the Human Rights Council underway in Geneva, Switzerland. 

The remarks came a day after the Core Group on Resolution 30/1 on Sri Lanka (UK, Canada, Germany, North Macedonia and Montenegro), expressed profound disappointment at the Government decision to withdraw from the Resolution and said they remained firmly committed to advancing the resolution’s goals of accountability, reconciliation, and inclusive peace in Sri Lanka.

Mendis also said the Government appreciated the initiatives taken by the Office to provide technical and financial assistance to states upon request, and highlight the need for equitable geographical representation in the Office and announced that in continuation of the country’s commitment to constructive engagement, Sri Lanka would be making a voluntary contribution of $ 5,000 to the Office of the High Commissioner in 2020.

The Sri Lanka Representative also referred to the ongoing COVID-19 pandemic and the measures taken by the Government to contain the virus, saying swift preventive measures at the national level, a well-networked, multi-stakeholder contact tracing mechanism, and a robust healthcare system geared towards screening/testing and hospitalised care had helped to ensure zero social transmission of COVID-19 in the country since 1 May.

She said that with only 11 deaths, the last being on 1 June, the COVID-19 fatality rate in Sri Lanka stood at 0.54%, which was significantly lower than the global fatality rate of 4.85%, while the recovery rate in Sri Lanka stood at 83.59% higher than the global recovery rate of 54.77%.

“The approach adopted by the Government of Sri Lanka (GoSL) in containing the pandemic, which has also been commended by the World Health Organisation, has been inclusive, non-discriminatory and holistic, providing foremost importance to safeguarding the health and safety of not only its people but foreign nationals in its territory,” Mendis explained.

She added that steps taken by the Government to curb the spread of the virus did not at any point involve resort to emergency measures that would have required derogations from the exercise of fundamental freedoms, but were strictly limited to minimum temporary restrictions on movement in the interest of public health, in accordance with the due process of law, with the aim of protecting right across the country all sections of society during this pandemic, which too were fully lifted on 28 June.

“These public health measures were accompanied by a series of policies aimed at advancing the economic and social rights of particularly the vulnerable segments in society, such as support for low income families, older persons, the differently-abled, day income earners, farmers and industries, with a view to building their resilience to the effects of the pandemic,” she added.

The Sri Lankan representative noted that as the COVID-19 pandemic moved from one geographical region in the world to another, people were increasingly reminded of the stark inequalities that exist in our global landscape, which were often exacerbated by the effects of the pandemic and said the UN system, including the HRC, had a pivotal role in addressing these inequalities and in ensuring that no one was actually left behind in global efforts to overcome the COVID-19 crisis.

“Sri Lanka believes that genuine dialogue and cooperation among the international community is important to achieve this objective and we stand ready to share its experience and good practices with fellow nations and work in solidarity with them towards this end,” she added.

Hey guys, I am driving through remote areas of Sri Lanka to find evidence of Ravana. According to ancient texts, he was a giant who stood more than 10 feet tall and he lived many thousand years ago. I was told that a private collector actually has the Giant Skull of Ravana. Unfortunately, nobody seems to know the exact location of this collector, so I am searching for this place while driving through so many roads.
As I was about to give up my search, suddenly, by some weird coincidence, I find that house. Yes, that mysterious looking house which has these giant skulls. No sign boards, nobody in sight, and giant skulls are just put on the front, without any protection. I am immediately thrilled because I see these skulls and I pull up to this house, obviously shocked and eager to see what I am going to find.
Did I just find the ultimate evidence of Giants? In many videos on my channel, I have posted evidence of Giants, especially about Ravana, who was the greatest king of Sri Lanka. Did I just find the real skulls of the ancient Giant race? Or, are these mere models made of clay or some other material?
Let's go take a closer look. These skulls are not models, they are in fact real skulls. Each of these giant skull belongs to the same species. The skull is very large, you can see a gigantic lower jaw and you can see that the nose is longer than usual. I went around the house, trying to see if anyone was there. I could see more bones on the ground, but no people. This is very very strange. On the other side of the house, there are bones from the body. These are also quite gigantic, much larger than modern day humans. I could see bones of the ribs, twice the size of humans and stacks of bones strewn around on the ground. I could even smell the bones, so these are not fake, they are actual bones. Look at how big each skull is, the giant's head must have been larger than my entire arm. It means that these giants would have stood at least 10 feet tall.
And then I noticed something really strange, there are 2 eyes on either side, I mean I could see the holes, the eye sockets. But look, there is a third eye. A giant third Eye, in the center of the forehead, not on just one skull, but on every giant skull here. Look at this baby giant skull, even this has a third eye on its forehead. Today, some people think that the third eye denotes the pineal gland and all human beings have the power to awaken the third eye by meditation and by other means. However, here, we can see the Giant species had a third eye in the center of the forehead, it was physically there. What do ancient Hinduism and Buddhism say about the third eye?
It is really interesting because both religions say that their Gods had a third eye. Shiva, is obviously known for his third eye on his forehead, sometimes even Goddess Kaali is shown with a third eye. But did you know that Buddha is also depicted with a third eye in many statues? In fact many cultures around the world, talk about how all their Gods had third eyes, MesoAmerican Gods had third eyes, even Egyptian gods, the eye of the Horus, the eye of Ra.. there is even this eye symbol on dollar bills. All this goes back to an ancient civilization which once had giants, in the west they are known as Nephilim. But what about Sri Lanka?
Does it have evidence of Giants in ancient times? Yes, there is a strange mountain top which has solid evidence of Giants. The location is extraordinary, no this is not Sigiriya, this is not the Ravana's palace, this is a different place is known as Sri Pada, which means ‘Sacred Footprint'. On top of this mountain, there is a temple which does not allow cameras. Inside the temple, there is a large footprint which is protected by monks and heavy security. All Sri Lankans agree that this is an authentic pre-historic giant footprint. Buddhists claim that this is the footprint of Buddha, Europeans call it the Adam's peak. They believe that this was the footprint of Adam. But what do Hindus say about this? Hindus say that this was the footprint of Lord Shiva himself.
Local Hindus say that the original name of this site was called ‘Sivanadi Padham', which means Shiva's footprint in ancient Tamil language, and they claim that this piece of history is slowly being erased from Sri Lanka. I know some of you will think, well the locals may have made up this name, and some will even think that I am making up this name, to support Hinduism. But I searched for old photos, and I realized that yes, just 10 years ago, they had sign boards on the site, which says Sivanadi Padham or Shiva's footprint in Tamil, it also says Adam's Peak in English.

Sri Lanka Insurance at the recently held Annual General Meeting declared that the company has closed year 2019 in a positive note recording phenomenal growth with exceptional service innovations.

Sri Lanka Insurance the premier insurer to the nation recorded stellar performance in 2019 to record 15% growth in profit before taxation reaching a Profit before taxation of Rs. 8.2 billion for the year, a marked improvement on the Rs.7.1 billion in the year 2019.

Sri Lanka starts new payments services as online banking soars in Covid-19 lockdowns

ECONOMYNEXT – Sri Lanka’s interbank clearing house, Lanka Clear, is starting an easy-to-use mobile cash transfer and an automatic bill payment facility as internet banking use in the country soared during a Coronavirus crisis, when curfews confined people to their homes, an official said.

Sri Lanka had seen a 600 percent growth in internet banking and a 200 percent growth in payments, during Covid-19 curfews, Channa de Silva, Chief Executive Officer of LankaClear (Pvt) Ltd, Sri Lanka’s interbank clearing house said.

Sri Lanka imposed strict curfews from later March, which were relaxed in May as part of successful efforts to curb the spread of Coronavirus.

Sri Lanka has confirmed 2,047 Coronavirus cases up to July 02, of which 947 were linked to a Navy camp. Another 787 were foreign returnees or foreigners and there were 313 cases from the community.

No new domestic cases outside of the Navy cluster had been found since April 30.

“What we realized in the last eventful three months is that the way forward is digital,” De Silva said.

“And the issue most banks face was to get the customers on board to adopt technology.”

Lanka Clear (Pvt) Ltd had started a mobile phone cash transfer service with a nickname or payment exchange name (PEN) which is available with Sampath Bank and National Savings Bank as well as an automatic bill payment facility, or Direct Debit Authorization.

These initiatives were supposed to be launched in mid-March but due to the COVID lockdowns it was postponed.

“Now we a consumer base which is stretched which is more towards digital,” De Silva said. “So now is the time we need to go and capture them because they have seen the benefits so they will stick to it.”

Nick Names linked to mobile phone number

Payment Exchange Name (PEN) is a real time peer to peer (P2P) facility for to transfer cash from a mobile phone with an easy to remember nickname which is linked to their mobile phone number and an underlying bank account.

Banks will assign each account with a unique nickname that will be linked to the mobile number that is registered with them, but it could also be linked to the national identity card or driver’s license.

“In future you will not need to know branch code, account number, all that,” Channa de Silva, Chief Executive Officer of LankaClear said.

“The receiver does not need to divulge any bank credentials. This also eliminates fund transfers to incorrect accounts”.

National Savings Bank and Sampath Bank are the first banks to offer the facility which allows payments of up to 500,000 rupees.

Under PEN only the sender will need to have a smart phone and not the receiver as money will go directly to a bank account, which will make it easier for people in the rural areas to receive payment.

De Silva said the PEN is a system similar to Unified Payment Interface (UPI) in India. UPI in India has carried out 1.23 billion transactions with a value of 2.2 trillion Indian Rupees by May 2020.

He said less tech savvy people could also use the system as it is based on nicknames.

Periodic payments with an upper limit

Lanka Pay also launched Direct Debit Authorization (DDA), which allows utility bills or installments to be paid automatically when they fall due like a standing order.

However the customers could set a limit where only cash for bills below or up to the limit could be deducted by the service provider.

With DDA, customers would have the convenience of giving a mandate to the bank of a third party to pull up to a certain amount of funds from their bank account on a given date, without the customer having to initiate the payment, Lanka Clear said.

Electricity bills, water bills, telephone bills or other payments like insurance premiums could be made using DDA.

These initiatives were supposed to be launched in mid-March but due to the COVID lockdowns it was postponed.

Once all the banks come on board, banks, insurance companies, leasing companies and utility companies would find it a useful feature to get their dues on time, De Silva said.

“For most people payment is not a problem but time is,” he said.

Peoples Bank, National Savings Bank, Standard Chartered Bank, Deutsche Bank, Public Bank, Seylan Bank, LOLC Finance, Commercial Leasing and Finance and Citizens Development Finance PLC are providing DDA to their customers. (Colombo/July02/2020)
